I have the honour to transmit for your con- -sideration a draft Bill to provide for the compulsory registra- -tion of all existing and new school in the Colony except Govern- -went and Military Schools, and for the inspection, supervision

and control by the Government of all registered schools. Power is

reserved to exempt from supervision any school which in the opinion

of the Registrar, who would be the Director of Education, may be

so exempted.

The Government has at present no control what-

-ever over schools which are not under the Grant-in-aid Scheme, and any aided school may escape such control as the Grant-in-aid Code gives by relinquishing its claim to grants-in-aid.

The want of such control has been especially

felt in connection with Vernacular Schools and led Sir F. Lugard. as reported to you in his Despatch No. 383 of the 7th. of November, 1911, to appoint in 1911 a Board of Chinese Vernacular Primary Education consisting of the Registrar-General, the Director of Education, Sir Kai Ho Kai, Mr. Wei Yuk, Mr. Lau Chu-pak, Mr. Chan Kai-ming, and Lir. Ho Fook, "to interest the leading Chinese in Vernacular Education and to get them to improve the system under which it is conducted". A grant of 84,100 to the Board appears on page 78 of the Estimates for the current year. It was intended that the members of the Board should collect subscriptions from
